The numbering system for the presidencies is defined as an uninterrupted period of time in office served by one person. There are many examples of this in the US Presidents dates in office. The first example is George Washington who served two consecutive terms and is counted as the first president, not the first and second. Fact 2: Grover Cleveland's term in office was interrupted - he is therefore referred to as the 22nd and 24th US President.
